Tesco's restrict to 6 bottles of shampoo/condition per person, why?

It was buy one get one free on hair shampoo / conditioner from tesco's so I thought to stock up. However, they would only allow me to buy 6 at one time. It was not because it was buy one get one free, she said it was policy with shampoo/conditioners. Anybody know why? - This is in the UK btw. There are two possibilities that present themselves





Big shops like Tescos and Asda have certain loss-making goods on sale to tempt you through their doors (called loss-leaders).





Obviously they don't want to sell too many things that will cost them money.





Also. it might be possible to sell these goods on at a profit.





Don't worry - you can go through the tills as many times as you like, providing you only buy the number of goods the store limit you to. If the stuff is in your bag, they can't easily look inside.
