Maybe it's because the conditioner is thicker than the shampoo sometimes. I like having the spout on the bottom, I would usually have to turn my conditioner upside down to get all the conditioner out. With this design though I don't have to.Shampoo and conditioner bottles?
i have always wondered that too! my guess is that its either to make them easier to tell the difference between the shampoo and conditioner =], or cuz one of them takes longer to come out cuz its thicker, so the lid is at the bottom. lol i really have no idea, but thats what i have always thought.

i think its so that you will be able to tell them apart easier since the bottles basically look identical.
mine is like that. its dove, and if they didnt do that i would prolly have to read the bottle everytime i took a shower...lol

Because conditioner is thicker and eventually you have to turn the bottle over anyway to get it out of the bottle. Or resort to measures like watering it down, smacking the bottle or some suck thing.
